not sure, but as a workaround you can import CSV to MySQL using SQLyog Community Edition (free), and probably other programs. The spell editor allows you to import/export DBC <-> SQL, so that would allow you to go CSV -> MySQL -> DBC

The error looks like the connection details may be incorrect so you may not have any luck

seems like ItemDBCToDB does not support AC, it works on TC, but not on my fresh AC DB
