I've noticed that some spells update the character screen immediately (crit chance talents appear instantly) but stuff like Armored to the Teeth does not update Attack Power actively

anybody know why the itemsparse.db2 from BFA, every items required level is 0? Trying to find an updated list of all item required levels pre-level squish
