spell_proc is an additional table for procs outside of the existing spell system, the family names and masks in that table is something different from the family flags and names you find in spell.dbc

there is a difference between _effect_ classmasks and _spell_ classmasks. I suspect the fields in your screenshots are _effect_ classmasks, since they're just next to miscvalueb

spell effects use _effect_ classmasks to target other _spell_ classmasks when checking if the effect should affect the target spell

for an effect to be able to target another spell, both spells must have the same _family_ name, and the source _effect_ classmask must overlap with the target _spells_ spell classmask
