I'm not sure Data\enUS\patch-enUS-4.MPQ works, try simply having your DBCs in patch-4

they *should* work in 4, but i have heard of people using 3 to overwrite blizz data and extract from there, since tc has to work with blizz data

the extracted DBCs are in a created folder anyways so you should be able to check/override them
