Usually based on the spell's level for like buffs or some spell effects have a level min set as miscvalue

I cant find any differences between spells that work and others that dont in spell.dbc, for example rejuvenation seem to be capped at not working 10 levels under its base level while max rank MOTW is useable freely

feels like its either in database or scripts that limits some spells
