So, I have a script for command ".test attack" this coomand start action with id zero in Player target. I got the Action with id zero to repeat every three seconds, now I need a function to stop the Action with id zero from executing

Hmm.. maybe i am confusing myself or not understanding it any long since u said u did a command script. Did u put this direct in the npc specific creature script ai or did you add it in CreatureAI?

But a task schedule will always run at its define increment until you end it with calling out to a different method or maybe a break? Not common for a single case but not unheard of
