the fact it shows the npc having the quest proves its not a db issue, its the fact you can't interact with it at all

it's literally like the npc doesnt interact with player when you click on it, no dialog box or anything

yet shows npc flag 2 which is correct and it shows the quest above its name like the screenshots shown

In two different function's.
Like before cast player select one target
OnCasting he selected other target
After cast i check target... Or server know about casted target?
