I can guess that the level is checked only at cast from spellbook
You need to prevent it in the script, or make some checks of all auras at level change

like i wish i could do more than -100 xp. but doing that glitched the game and causes them to gain levels

If I were you, I would do it easier. I wouldn't change the experience rate in the server configs. And in the code where the experience is calculated, I would simply check for the presence of the aura effect on the character.
Here, play as you want, check the level as you want, use custom auras/effects, take into account or not the experience rates in the config.
