I the goal was with this set up to have every level up grant 1 stack of an aura, that at 20 stacks , activates the level lock. and when it's below 20 the level lock spell is turned off

I don't know about spells, but I'm sure there is a table of enchantments, where it is indicated which enchantment works for which level. If you make a characteristic in the form of an enchantment (and there you can do it automatically by enchanting an item for a certain slot), then you can control when the enchantment stops working.
But you will have to come up with a mechanism for how to apply this enchantment automatically, since initially the items do not have it. However, there is a mechanism for random characteristics - random prefixes and suffixes. You can create your own table and strictly specify the characteristics and the chance of a random characteristic to work 100%
