Reading scrollback so my apologies if you answer this later, but is what you want to achieve changing how the server determines who gets placed in what instance from it being party based to being guild based?
Not sure if that’s possible, but if you look at Draenor Garrisons, you have to be in patty to visit someone else’s garrison. Not sure on how strong of an indicator that is though, just saying, that’s what Blizzard came up with
