i can only provide help in the context of 3.3.5 on linux, i've never run a server on windows(however with windows you will need more than whatever you need on linux, i highly suggest running a server on linux).

are you *really* going to have 1000 players or can you start with something reasonable like 4 core 4g of ram and add more when the conditions present themselves? vps's can be dynamically adjusted pretty simply. 3.3.5 is easier to run than master for obvious reasons, but i don't think it's by that much
