better readding the rbac and not change rbac code and manually add
```Sql
INSERT INTO `rbac_permissions` (`id`, `name`) VALUES ('1000', 'Command: .vipsystem');
INSERT INTO `rbac_linked_permissions` (`id`, `linkedId`) VALUES ('190', '1000');

all he needed to do was create a new permission id and edit rbac_default_permissions to point to different things
