Oh yeah. Map extractor explicitly loads patch to patch-5 AFTER locale patches in the Data directory.
VMap extractor loads locales(non-patches) first, then the Data directory MPQs and THEN the locales patches.
Why does it do that so differently? Seems like a big errorpoint for any modding effort?

yes but also dont do things differently than blizz did (dont place dbcs outside of locale mpqs)
