Not every DBC exists in the DB (MySQL), I recommend keeping the clean DBCs backed up in your server's data folder, and copying your modified DBC to that data folder as well as your client

Nope, if the modified DBC is in both the server data folder and the client, then it should just work

Yes, it needs to be in a patch for the client to read
