this is a vehicle, when you provide VehicleId in creature_template, then a unit can mount this npc, however for this you need a model that was originally designed to be a vehicle and a vehicleId that will work for you, because vehicleId defines several things like what UI to display, how many units can "mount" the npc, when you script some retail content you just take those values (npc entry with correct model, a vehicle id) directly from the sniff. If you script custom content you need to experiment
