Take the ID of the transmute spell in question. Go into the spell.dbc and change RecoveryTime. So instead of it saying 5000 you could put 1000 or 2000 to get 1 or 2 seconds.

pack that modified spell.dbc into patch-whatever.mpq file and give that to users
