Go to near tempest keep until you start swimming, then go to the landing is, around the left side to the entrance to The Eye. Eventually you will reach a point where your camera zooms WAY out (the fall death noise will play too). Back up just a step or two and log out. Disable the model edit (rename or move the file), then log back in. Move forward about 5 steps so you are past the border of the terrain where it freaks out, then log out again. Re-enable the model edit, and everything will be gone, both the Tempest Keep and Arcatraz buildings, but you will be swimming. Use SomeWhiteGuy's location reader to maneuver yourself to approximately X:1352 Y:3303 Z:507. Log off one final time and disable the edit. When you log in this last time, you will be right outside the entrance to the arcatraz, where you can have your friends/guildmates run you through to the 3rd key fragment to get you attuned at level 68.
It seems complicated, and it sort of is, moreso than most model edits because of the terrain being above a void, but it's fun.
BE CAREFUL. Do not get caught, and do not do pugs at level 68. Also do not release if you die, or you gotta start all over again.
