The character got hit by a hex spell, and when the hex wore off, they had a naga skin of all textures applied to their body.

I've seen that issue with custom races before. It will trigger on any model change if it's the same one, including morph commands and such. I haven't figure out the issue yet unfortunately though, sorry.
