Since you're not supposed to start with every weapon unlocked, you're supposed to have to visit weapon masters for them.

And here I thought it was a side-effect of trying to give my worgen and goblin characters appropriate skills.

You are Playing warrior , they start with abit more the others ,, playercreateinfo_skills are some . But i mean there is 2-3 dbc connected to it , you need change facemask / classmask if you want to add new weapons on other chars , cant remember what dbc there Else is in use, like warrios has around 8 spells , where mage has 4

But I at least have guns, bows, thrown, crossbows, two-handed swords, two-handed maces, and shields working for worgen and goblins.
