I'm afraid I don't know much about wow database editor, if it can be used to script SAI I guess you could use it, but it still wouldn't involve a sniffer. Sniffing is for getting things from the real game into the emulator

that said, unless sai has become significantly easier you might want to consider something like eluna instead, it's very popular for custom things and allows you to use lua as an actual scripting language
