right now there are 3 mod_haste auras and only the first of the three is suposed to increase haste regen

Aside from being stuck on an old version of OSX because of it, I have noticed none of the issues you describe. Must be a Windows thing.
And 3.3.5 is much easier to find a download for than WotLK Classic
