On a related note to the above, I am looking into the NPC that should be using a spell to unlock the recipe for the "Ultrasafe Transporter: Gadgetzan" Gnomish engineering item.
Normally so long as you meet the requirements (260 or above engineering, and a gnomish engineer), the NPC "Jhordy Lapforge" is SUPPOSED to have a dialogue option (Re: GossipItem) that leads to you learning the recipe via him casting the spellID 23491 on the player.
However, I have tested even being at 300 engineering, with Gnomish engineering learned, and the text dialogue displayed by the NPC still gives the same text as though I WEREN'T a Gnomish engineer?
