Ah, I found the error. I've already completed the quest once, and it won't work a second time.
I did a .quest remove 14016 and it worked again.
But I only realized it later because I assumed I hadn't completed the quest yet. And since I'm currently testing which quests might have bugs, I thought I was a bug.
