i've seen both. sometimes people have routers connected serially at home without realizing it, but some isps keep their own NATs as well. I would double triple check that you have written down the right WAN address, and then check if you have multiple router devices connected serially

Well, i have TP-Link modem and alcatel lucent router, but it was like that for many years and before i could port forward
