I think it's more that the scope of an emulator is so huge (remember that we're still on the same tree as almost 20 years ago) that anything you do that degrades code quality causes you headaches for years to come, compared to most projects where it might be annoying you for a few months

like for instances, one could just spawn the bosses manually and call it a day

but then if someone wants to script the instance properly, that person will have no clue if the bosses are in the blizzlike position or in the wrong one
