Excuse that it's across PR's, one was an experiment, the other ended up being the final implementation we used on our last beta. It's _mostly_ blizzlike except some extra logic when in dungeons to keep mobs in a cone in front of the tank, consider that a custom change which is also why I didn't PR this to TC. Anyone can pinch it if they want.
