It's possible for sure.
I suppose you could make a SQL query for that and execute it in your database. Be sure to backup the database before you do that.
But if you want to be able to change boss hp % dynamically (e.g. changing it dynamically with the average gear item level of the raidgroup engaging the boss), some scripting might be necessary.

True, that's one way that would not require to create a backup.
I'd still backup my database before executing such queries - just in case, to be able to roll back changes. Hence my suggestion.
