As far as I know, noggit is only intended for wotlk 3.3.5. if you want to edit the maps with noggit you have to convert them to woltk.

Alright that makes some sense, I wasn't doing any conversions and I was just pulling the cata ones. I was doing conversions of the legion ones tho

if you want to edit maps from legion and cata you would first have to convert them to woltk and then back again, which is a lot of work. So I do it the other way around, only woltk and retroport me the maps I need for woltk and for the models there is a 14 GB patch on the MC website that contains everything up to shadowlands.
if you don't just want the maps but also the features from cata/legion, then it just doesn't work that way.
