okay yeah and the libmysql.dll is actually in the binary folder for the compiled build

so, from a cmd prompt, you literally just need to take the default credentials and run
`mysql.exe -u[username] -p < create_mysql.sql` or provide the absolute path to the mysql.exe binary if you're not in that folder
