You Can allways try another TDB to see if the issue still exist , sadly idk what it means 100% , it normaly tells in server log and it says u need to creat auth - character and world , then sql world is error so idk if a DEV look beside and Can help more

But it does create the world table in sql, which obviously shouldn't be complete
