so for example pandaren's id is 18 for neutral and for horde is 19 so want to race change into 19

Sadly idk how to creat it , but you should be able to do 1 by 1 , i mean change the values so it Will allow you to change only 1 faction and not 2

with specific race change it can be easily done...but idk how to do it or where to get script....that is pobably how it is done and i know that one server did specific race change when they changed racial spells of all races they have

Yea i Think is the Way, not sure i only used 14 and 35 in factions on creatures , never done faction by races
