Don't go outside of your firewall on Windows systems if you are not on PRIVATE user (not on PUBLIC) and if you go then use "netsh" rules and block/allow only required ports.

Keep 3306 on localhost (always closed) and if you bind on 0.0.0.0 in mysqld.cnf then allow only from your website only. (similar to sudo ufw allow to any from IP, idk the equivalent for Windows)

One of the best solution ever is to buy the smallest VPS from OVH.com and upload the server logins files there including the "auth" database... best in slot security at a minimal price of 2$ /month lol. (Being a VPS you get Linux which has iptables, mysql and the most sophisticated legendary firewall from OVH)
