For example: With JAVA server apps using only VPS with 1 CPU (Single Core) there is a problem... I wanted to know if in C is the same...

the most cheap VPS is from Contabo but they have "monthly limited traffic"... but OVH has no monthly traffic limits (but expensive packages).

I'm not sure if only 1CPU is enough. Raid's should work more, and with more clients. I can't help you more. I didn't it.

I still have the VPS (2018) package from OVH (1CPU , 4GB RAM, full traffic unlimited) for 8$ /monthly (incl. VAT) lol which is not available anymore in the new packs.
