not sure what it does , only how high your rate will be but not sure .. else weapons is from "SkillGain.Weapon"

yea its how much you want you Char to get , 1 = normal . 2 = double , but you can set this to "AlwaysMaxSkillForLevel = 1" and it will earn up by your login or level = instant 450 weapons skill . if you lvl 80
