I don't think there is a answer to this question that easily.
It depends on too many things.
For example how good and confident you are about the OS you aim for. If you can't do anything more than type in commands that someone tells you in Linux, it's clearly the wrong OS for you. If you are on a very small budget, windows server may be wrong for you too since the license costs on servers are high. If you just want to setup a server for yourself and/or for friends&family, any OS you can control or afford will do, since tc can run on a potato.
