that's correct, in 3.3.5 many tooltips were not updated due to talents or glyph
you cast Frostbolt with talent Permafrost, so you apply 40% slow movement speed + 10% by the talent, in the tooltip of the effect applied don't show, but if you do a .list aura, you can see -50% effect amount
