Not an expert on building on Windows, but it looks like you downloaded precompiled openssl binaries for Windows. I don't know where you got them from, but looking at https://wiki.openssl.org/index.php/Binaries there are several possible sources to download them from. My guess, you downloaded binaries that are incompatible with your setup. Looking at https://github.com/microsoft/vcpkg/issues/11490 , it looks like the MD suffix indicates they were built with the wrong combination of /MT and /MTd . Proposed solution: try different binaries?
