There are a couple legitimate ways for someone under level 70 to be on the plateau..
1. 68-69 druid that used flight form
2. Getting a summon from a warlock friend
In my case, this is the only level 70 I have on this server and I needed to get to a good gold farming spot. I'm planning on camping her up there and farming the gold I need for a real flyer
This should ALWAYS go without saying.. but as I said before, don't get caught!

Quick question, it appeared that EVERYTHING had water in it. Wouldn't someone see you swimming in mid-air and think "Hmmm, somethings not right"?
Edit: If that's the case, wouldn't it be more logical to stop the water at the earth elementals?
Other than that, pretty decent, and useful edit.

I would have only made water in certain areas, but i'm not sure how to do that with Cryects allwater.exe. I just flew to the plateau with my main character, and read the .adt tile coordinates with ADTInfo. Then I ran allwater.exe and set a high water level for that tile.. are there other ways to go about this?
