essentially, you should always try not to pass true or also known as full mask because it might interfere with how given spells should work and also because that's not how blizzard handles given triggered spells, they just use necessary flags

if you look at recently merged spell fixes, you'll see that normally ignore_cast_in_progress and dont_report_error are passed, though every case is different
