Am I looking at something like Minimanager or am I looking at writing my own SQL scripts to get that done?

I think you can do it by in game commands. You can also use the template command to import/export character templates.

Can do in game, yes, but I was looking at quick 'spin up' so to speak.

Doing it via sql means it is easy to miss data or get something wrong. If you do it while the servers running it might get partially reverted by the emu saving its in-memory state.

Since you want something quite niche, I'm not sure there is a quicker way to set it up.

It's looking that way. Thanks for the advise folks. Maybe I'll just spend the time and build the characters with in game GM commands & somehow restore those characters once we've finished a run.

Dump the chars before the run, restore after. Quite manual but it does what you want
