I think what you could do is either have spells cast on creation that teach the spells you want, or set PlayerStart.AllSpells to 1 in worldserver.conf, truncate playercreateinfo_spell_custom and add only the spells you want in that table

since I had the case too with missing "baseline" spells in general spellbook. I highly guess there should be a generic solution and this db table would be hack. But this would require some more research
