Thats weird, since I have tested it a bit more out and when I created a new spell which was using the same XP auras, it did updated, but only the part in questlog, never from the npc

unfortunately i dont have heirlooms on wotlk classic so i cannot confirm if thats correct behavior (on top of classic client being based on retail one)

what i can tell you is that 3.3.5 client receives different data in each packet, what you see in quest log is a "xp difficulty" value which is just column index for QuestXP.dbc and client calculates actual xp by itself
