when you compile again, only the files being changed will be compiled (unless it's a header, in that case the build is forced to compile completely)

TDB is just a full DB that gets released every few months so that you do not have to apply a thousand updates because they're already applied

but until the next TDB is released, everything changed in the DB afterwards is compressed in little updates that the worldserver itself applies whenever you execute it (if you pull changes)
