some dude in Deatholme the questgiver says "Now we finally have a chance to retake our lands"
or some sh*t like that.. So I figured, Highelves would be neat. But they renamed
themselves to bloodelves for a reason, and their friends didn't become alive again
(read lore and u'll understand what I mean bout their friends).
And since they were overwhelmed back then because Dark'han or w/e his name was
had decieved them all I was guessing well.. They couldn't have won that war, hence they won it later on...
