It's all good. acore-docker is a pre-built server with no modules. the main `azerothcore-wotlk` repo's docker build can be run as well
There was an update a while back that changed how config was handled for the containers used by acore-docker

the easy fix for acore-docker is to run these commands in the root of the git repo (so docker-compose.yml should be there)

I may at some juncture switch if the source repo docker build allows modules - when I was initially setting this up (after a 4 year hiatus) I just found https://www.azerothcore.org/acore-docker/ and ran with it
