through extensive debug messages me and some friends determined that it was working as expected. The mob in particular i was reporting has like 6-7 reference tables and it's just the way it is. If anything the DB for this mob is probably overtuned. (Several of the tables have blues in them).
We went so far as to print every item in drop tables and added a print to the random chance function, as well as the reference tables, everything looked normal. So it was just seeming crazy because of the wolves tables. (They have a collective 5 or 6 - 1% chances to drop things and another two 0.5% and one 0.055). so it was just happening a lot.
