all of the files ending with `.conf` go into `env/docker/etc/`

docker has `dockerdist` files that have to get merged. these files contain config changes mainly for mysql, since docker uses network namespacing and `localhost` doesnt work the same way

we don't. this is the same procedure out of docker as well.

perhaps we can make that a setting, but I'm not sure if it's as big of a deal as you're making it out to be. That said, please feel free to put in a PR
