the docker under azerothcore-wotlk (https://github.com/azerothcore/azerothcore-wotlk) is for 2 reasons:
1. for devs, to build and code under docker
2. for normal users that also need custom cpp modules
I said custom **cpp modules **because the **acore-docker** (https://github.com/azerothcore/acore-docker) repo gives you the possibility to work with eluna in case you want to add custom scripts. But it doesn't include any custom cpp module and you can't add them there
