Because it didn't need any changes. SIC only holds 'corrections'
You can override dbc data in that file

```
SET @MINUTES := 15;
SET @COOLDOWN := (@MINUTES * 60000);
UPDATE `item_template` SET `spellcooldown_1`=@COOLDOWN, `spellcategorycooldown_1`=@COOLDOWN WHERE `entry`=6948;
```
Change the 15 to however many minutes you want it to be.

You might have to set `DBC.EnforceItemAttributes` to 0 in worldserver.conf to prevent DBCs overriding the change.

Remember to clear client cache to make sure you actually see the new cooldown time, by the by.

Thanks! I'll give this a shot. When I edited the entry previously I didn't a) set the `spellcategorycooldown_1` equal to the `spellcooldown_1` (which I had modified) and didn't clear client cache.

Oh, and I definitely didn't make that DBC change.

I can't say for sure DBCs overwrite the template but I prefer to have it off. I know what I wrote works too because I use it myself.
