The guide says at part 6 here

```MySQL development files

These files are shipped with MySQL Server, search for them at program files directory, MySQL\MySQL Server 8.0\lib / MySQL\MySQL Server 5.7\lib.
```

I'm not sure why that is important. On my windows test bench I never mess with that, I just have to copy the required dll file to the executables.
